Sweden, the Netherlands, the USA, the UK, Denmark, Singapore and Finland followed in next place. China was in 22nd place.

Nevertheless, Germany has moved up from tenth place since the previous year. The top 25 innovators include 15 European countries. According to Wipo, their strengths lie in areas such as human capital, research and infrastructure.

"Innovation is the engine of economic growth in an increasingly knowledge-based global economy," said Wipo Director General Francis Gurry. "But more investment is needed to drive human creativity and economic performance."

Wipo examines the situation in 130 countries and takes into account numerous key figures - including patent applications, education expenditure, cooperation between university and industry research and the quality of scientific publications.
