The initiative was presented in Moscow on February 7, 2018, as announced by the German-Russian Chamber of Commerce Abroad (AHK). Russian Deputy Prime Minister Arkady Dvorkovich said that he hoped for an "efficient tool to increase the productivity of the Russian economy". Russia has great software engineers and high growth rates in e-commerce, said AHK CEO Matthias Schepp. Germany is well advanced in terms of Industry 4.0 with fully computerized and networked processes.
