Organizational measures are the basic prerequisite for minimizing human error throughout the entire life cycle of a system and thus avoiding errors. Separate guidelines and measures may need to be used for specific areas where concrete regulations are required. In addition, organizational measures usually lead to greater benefits with less effort than technical measures.
