Downtime costs should not be included in the security budget. In particular, the budget should cover the costs of maintaining business operations. Downtime costs are incurred per incident and can be covered by insurance in a similar way to natural hazards. An emergency concept/plan should be drawn up, introduced and maintained for long-term consideration. The BSI Standard 100-4 "Emergency Management" provides assistance in this regard.
