The panel discussion at the end of the first day of the congress brought to light a problem as to why the introduction of HRC is still making slow progress overall: "The ideas of many potential users are often too complex and difficult to implement". In addition, there is still no useful interpretation of the relevant standards. In other words, many users of HRC are still "struggling with the CE marking"!
