Digital ministers want to regulate AI quickly but moderately

The federal and state digital ministers are calling for rapid but moderate regulation of artificial intelligence in Europe. Without AI, there would be no competitiveness in the future, said Federal Digital Minister Volker Wissing (FDP).

However, it is a question of how: a regulatory framework that is innovation-friendly but "protects our values", such as transparency and democratic values.

Wissing cited AI-controlled pro-Russian propaganda on social networks as an example. If we want to do something about this, there is no time to lose. We must ensure "that artificial intelligence serves us and does not manipulate us", emphasized Federal Digital Minister Volker Wissing (FDP) on Friday (23 June) after a ministerial meeting in Munich. Bavaria's Digital Minister Judith Gerlach (CSU) said that the aim was to exploit the opportunities offered by AI and minimize risks through good regulation. She criticized previous proposals at European level as being too far-reaching and warned against a "too tight corset". AI innovations in Europe should not be jeopardized. There should be no fear and no ideology-driven requirements.

Artificial intelligence usually refers to applications based on machine learning, in which software searches through large amounts of data for matches and draws conclusions from them. They are already being used in many areas. At the same time, there are concerns that technology based on AI could be misused to spread false information, for example.

The state ministers and senators responsible for digitalization agreed that they want to upgrade themselves: From next year, there is to be a formal conference of digital ministers, comparable to the established conference of interior or culture ministers.
